Strict compliance with the Provisional Regulations of Beijing Municipality on Fire Safety Administration of Exhibition and Exhibition Sales Activities and Regulations of Beijing Municipality on Public Security Administration of Large-scale Social Activities; implementation of the principle of organizer responsibility system to ensure the smooth operation of exhibitions. 2. Combustible materials shall not be used in the design of exhibition booths. In the event that wood, polyphenylene or other combustible materials as decoration are really necessary for the effects of show, such materials shall go through flame-resisting and fire retarding treatments and the authentication by Beijing Fire Control Scientific Research Institute. They can be used in exhibitions only after the flame retardant index has reached the standards. Fabrics are forbidden in order to ensure the fastness and reliability of installations. 3. Smoking is strictly forbidden in exhibition areas. Operations with open fire are forbidden. Use and storage of inflammables and explosives are strictly forbidden. 4. The design of exhibition booths shall not block off fire hydrants, fire control equipments and exit/entrance pass, to ensure evacuation exits and fire exits clear. Pedestrian pass shall not be lower than 3.5 meters; in case of talent recruiting and consulting activities, the main aisle shall not be less than 8 meters in width; auxiliary aisles shall not be less than 6 meters in width. The height of any construction shall not exceed 6 meters. 5. The installation of electrical equipments shall be in conformity with the requirements of Installation Standards of Electric Works and relevant technical stipulations. 6. Bridge shall be used for all cables crossing aisles. 7. A leading official of the exhibition organizer shall take charge of security and fie control issues of exhibition areas, assisted by an executive in charge of security management for the exhibition areas who have certain working experience in terms of security and safety. Security system and security scheme shall be made for the exhibition, adequate security force shall be organized to carry out patrol inspection in the exhibition areas and solve problems on a timely basis in case of such. 8. During the exhibition, education and training for exhibitors in respect of security against theft and knowledge of fire prevention shall be strengthened; valuable exhibits and personal effects shall be guarded by specially-assigned persons and technical countermeasure shall be enhanced. 9. Electrical installations in exhibitors' booths shall be installed by regular electricians. Wiring of power line without authorization and overload power utilization are not allowed. Plastic wire, purple colored wire, tungsten-iodide lamp and electric heaters shall not be used. The organizer shall have full time electricians to conduct patrol inspections on power supply circuit and electrical equipments installed and used at the exhibition site for the occasion. In case of any potential safety hazard found in violation of stipulated requirements, rectification and improvement shall be made for such immediately. 10. Prior to the commencement of exhibition or exhibition sales activities, the organizer shall accept the inspection by public security and fire departments, and shall rectify the potential safety hazard suggested by public security and fire departments as well as the security department of Beijing Exhibition Center till relevant provisions are satisfied. 11. Combustible packing material and other inflammable wasters shall be disposed on a timely basis. 12. For the purpose of better implementation of the Provisional Regulations of Beijing Municipality on Fire Safety Administration of Exhibition and Exhibition Sales Activities and Regulations of Beijing Municipality on Public Security Administration of Large-scale Social Activities, the organizer shall execute the Fire Safety Agreement of Beijing Exhibition Center for Exhibition and Exhibition Sales before moving into exhibition halls. |
